According to Lieutenant Hartwell Sunday morning at three fifty am, the Police Department received a call regarding a 28 year old man from  Keil, who was passed out on a patio at a home on the south west side.  While police were trying to make arrangements for a friend to pick up the man, he  asked what he needed to do to go to jail and began loudly yelling profanities.  He was arrested on charges of Disorderly Conduct.
