2010 Annual EEO Public File Report
The purpose of this EEO Public File Report (*Report) is to comply with Section 73.2080 (c) (6) of the FCC’s 2002 EEO Rule. This Report has been prepared on behalf of the Station Employment Unit (SEU) that is comprised of the following stations: WBKV-AM, West Bend, WI and WBWI-FM, West Bend, WI and is required to be placed in the Public Inspection files of these stations and posted on the their websites, if they have websites.
The information contained in the Report covers the time period beginning August 1, 2009 and including through July 31, 2010.
- A list of all full-time vacancies filled by the station(s) comprising the Station Employment Unit (SEU) during the applicable period.
- For each such vacancy, the recruitment source(s) utilized to fill the vacancy, including, if applicable, organizations entitled to notification pursuant to Section 73.2080 (c) (1) (ii) of the new EEO Rule, which should be separately identified by name, address, contact person and telephone number.
- The recruitment source that referred the hiree for each full-time vacancy during the Applicable Period.
- Data reflecting the total number of persons interviewed for full-time vacancies during the Applicable Period and the total number of interviewees referred by each recruitment source utilized in connection with such vacancies.
- A list and brief description of the initiatives undertaken pursuant to Section 73.2080(c) (2) of the FCC rules.
Appendices A, B and C, which follow, have been designed, in the aggregate to provide the required information. Please note that the numbers listed on Appendix B under the column entitled “Full Time Positions for Which This Source Was Utilized” refer to the number of full-time positions listed on Appendix A. For purposes of this Report, a vacancy was deemed “filled” not when the offer was extended, but when the hiree accepted the job offer. A person was deemed “interviewed” whether he or she was interviewed in person, over the telephone, or by email.

Note: *Previous Employee who was re-hired part-time in November, 2008 on an emergency basis to fill-in during the medical leave of an account executive, who eventually died in January, 2009. A full recruitment for this position took place to ensure broad dissemination of the job opening following the death of the employee. Given Lisa’s experience in radio advertising sales and her previous three year tenure with WBKV/WBWI, Lisa was the best candidate and subsequently hired.

Internal Company Training Program
West Bend Broadcasting, Inc., licensee of WBKV AM and WBWI FM, has an established training program that helps newly hired or promoted supervisory personnel develop skills emphasizing the importance of workplace diversity and methods of ensuring equal opportunities and preventing discrimination in exercising their duties. This program was created by the Human Resources Department of Bliss Communications, parent company of licensee and when needed, conducted by Derek Seidel, office coordinator for WBKV AM and WBWI FM.
Wisconsin Broadcasters Association Job Fair
Licensee was a participant in the January 27, 2010 Wisconsin Broadcaster’s Association Career Fair during the organization’s Winter Conference at the Monona Terrace Convention Center, Madison, WI. Representing WBKV/WBWI Radio was James Hodges, Vice President/General Manager of West Bend Broadcasting, Inc. licensee. Hodges interviews and hires all employees at WBKV/WBWI Radio. Licensee was an attendee at the Wisconsin Broadcaster’s Association seminar entitled “Legal Issues In Hiring: Effective Strategies To Promote EEO and Prevent Unlawful Discrimination” which was held on January 27, 2010. The seminar was attended by James Hodges, Vice President and General Manager, WBKV/WBWI Radio. The seminar was held in conjunction with the WBA’s Winter Convention at the Monona Terrace Convention Center, Madison, WI. Wisconsin Broadcasters Association Job Fair
Licensee was a participant in the June 23, 2010 Wisconsin Broadcasters Association’s Career Fair during the organization’s Summer Conference at Chula Vista Resort, Wisconsin Dells, WI. Representing WBKV/WBWI Radio was jenny Revels, Director of Human Resources, Bliss Communications, the parent company of licensee. Ms. Revels is an active participant in the interviewing and hiring process of all advertising account representatives, when applicable, at WBKV/WBWI Radio. The seminar was attended by Jenny Revels, Director of Human Resources for Bliss Communications. Job Fair
Licensee participated as a vendor in The Workforce Development Center Job Fair, held Tuesday, September 15, 2009 at the Washington County Fairgrounds Pavilion, West Bend, WI.. A letter from Tracey Lilly, Business Service Representative for The Workforce Development Center, West Bend, WI, is contained in the Public File for viewing and verification of station participation.
Wisconsin Broadcasters Association Foundation Student Scholarship Program
James Hodges, Vice President and General Manager, West Bend Broadcasting, Inc., licensee, reviewed and evaluated the resumes of college students applying for the WBA’s student scholarships. The WBA offers two $2,000 and two $1,000 scholarships to assist students enrolled in broadcasting related educational programs at four year public or private colleges and universities. Mr. Hodges completed the evaluation and returned it to the WBA by November 30, 2009. The packet of applications and Mr. Hodges’ evaluations are contained in the Public File and available for inspections. |
