A West Bend woman is caught driving a car without permission and winds up getting cited for an OWI. According to the report from Lieutenant Michael Hartwell of the West Bend Police,  a 20 year old West Bend woman was stopped at South Main and fifth at about twelve forty am Wednesday morning for driving without any headlights on. Upon questioning, she was determined to be intoxicated. Standard field sobriety tests were applied and she failed them.
